Background:

The Commissions on the Status of Women (CSWs) are specialized institutions formed as an outcome of Beijing Declaration and Platform for Action, 1995; and National Plan of Action (NPA) for Women, 1998. In Pakistan the commissions are formed at federal and provincial (Punjab, Sindh and Khyber Pakhtunkhwa) level. Commissions on the Status on Women are mandated with the important oversight role of informing laws, policies and programmes and advancing gender equality in provinces and national level depending on their jurisdiction.

National Commission on the Status of Women (NCSW) is a statutory body established with the objective of promoting social, economic, political and legal rights of women as provided in the Constitution of the Islamic Republic of Pakistan and in accordance with Pakistan’s international commitments on the same. Its functions include advice on measures for addressing and promoting women’s rights as well as of monitoring the implementation of laws and policies that affect the status and rights of women.

In line with UNFPA’s priorities, and the roadmap to Strengthening Institutional Capacities of the Commissions on the Status of Women, UNFPA supported National Commission on the Status of Women with providing services of technical experts to implement the key areas within the roadmap and the strategic plan of NCSW.

In continuation of that support UNFPA seeks services of a National Expert Gender/GBV to support the roll out of roadmap and NCSW strategic plan and ensure effective implementation of interventions that contribute toward fulfillment of NCSW mandate.


Purpose of consultancy:

Purpose of the consultancy is to provide technical assistance to National Commission on the Status of Women to enhance its effective functioning and support implementation of interventions that contribute toward fulfillment of its mandate in long-run.


Scope of work:

Description of services, activities, or outputs The National Expert, Gender and GBV shall:

  • Provide technical assistance and coordinate NCSW’s interventions, researches and capacity building on gender, GBV and child marriage.
  • Act as a focal point of UNFPA at National Commission and provincial commission on the status of women to lead the technical aspects of the different components of the interventions under UNFPA partnership.
  • Provide technical support for identification, creation of opportunities, to influence for advocacy and policy making on issues related to gender, GBV & Child Marriage.
  • Provide technical advice and support to NCSW in creating and delivering information, education and communication materials on gender/GBV issues, taking into consideration social and cultural sensitivities; and ensure that the final products are of the highest quality and aligned with the vision and mandate of NCSW and UNFPA.
  • Provide technical support for advocacy activities including events and media campaigns in close consultation with partners and the communications focal points of NCSW.
  • Technically lead and support the roll out of the media monitoring mechanism road map to track the media coverage of women issues and GBV.
  • Support the technical review of monitoring mechanism for existing laws and policies related to gender-based violence and harmful practices including child marriage and bring on board provincial commissions to adapt the mechanism at provincial level.
  • Support technical review of the complaint mechanism of NCSW and its SOPs at federal and standardization at provincial levels.
  • Provide technical support to NCSW for rolling out priority thematic areas of strategic plan of NCSW 2022-2025 including violence against women, increasing the representation of women with disability (disability mainstreaming for prevention and response to GBV), transgender, to guarantee that their voices and concerns are represented in the formulation of laws and policies.
  • Technically lead the design of the second media fellowship on GBV and Child Marriage incorporating lessons learnt from the first media fellowship.
  • Technically guide the process of story development by the media fellows and monitor the quality, coherence with rights based messages and UNFPA corporate messaging.
  • Undertake advocacy with universities for the inclusion of the Guidelines on responsible representation and reporting of violence against women and violence against children.
  • Provides support in technically leading all technical meeting concerned with media fellowship, securing necessary inputs from all relevant forums and experts.
  • Proactively identifies potential challenges, risks or bottlenecks that may be encountered in the implementation of activities and shares with NCSW, PCSW and UNFPA along with recommendations for mitigation. Provide inputs for the donor reports, project documents and prepare concept notes on emerging needs of NCSW/PCSWs.
  • Advise UNFPA’s media engagement with population council.
  • Any other related task assigned by UNFPA to support the implementation of the activities.

Monthly Consultancy Report;


Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The products like training materials, meeting minutes, TORs, communication materials to be annexed with monthly report.


Supervisory arrangements:

National Expert on Gender/GBV will work under the overall guidance of Chairperson and will closely coordinate with Program Analyst Gender UNFPA.


Required expertise, qualifications and competencies, including language requirements:

Education:

University degree in social sciences


Knowledge and experience

  • 10 years of relevant increasingly responsible professional experience in the area, of Gender, GBV, designing and conducting media fellowship on the issue of Gender Based Violence.
  • Knowledge of rights-centered approaches and gender mainstreaming;
  • Experience in advising and supporting initiatives to address GBV;
  • Having knowledge or experience of working with commissions on the status of women will be an added advantage.
  • Demonstrated ability to network within the academic and development community;
  • Extensive knowledge of Pakistan’s socio-cultural issues, legal provisions, and systems of administration;
  • Excellent writing, communication presentation and computer skills.
